Behind the Framework: New Article Shows How Diverse Voices Shaped CAST UDL Guidelines 3.0

A new collaborative article published in the International Journal of Universal Design and Universal Design for Learning (IJUDUDL) offers an inside look into the evolution of the CAST Universal Design for Learning (UDL) Guidelines version 3.0.

The article, “UDL Guidelines 3.0: A Community-Driven, Research-Based Process Toward Fulfilling the Promise of Universal Design for Learning,” was co-authored by CAST staff, UDL Guidelines 3.0 advisory board members, and key colleagues from the UDL field. Authors include CAST’s Jenna Gravel (Sr. Director of PreK-12 Research and Sr. Research Scientist), Shauntā Singer (Sr. Research Scientist), and CAST co-founder David H. Rose, alongside advisory board members Nicole Tucker-Smith and Federico R. Waitoller, as well as Beth Fornauf, Mary Margaret Hughes, Leila Lester, and Kavita Rao.

The launch of UDL Guidelines 3.0 represents the most significant expansion in the framework’s history. To achieve this milestone, the authors detail a rigorous, four-year process that balanced empirical data with deep community engagement. The article sheds light on how CAST intentionally prioritized the voices of practitioners, researchers, and young people themselves, such as the vital contributions of a dedicated Youth Advisory Board.

The article also highlights how Guidelines 3.0 expands its reach by integrating critical areas of educational literature never before included in previous iterations. By tracing the origins, equity commitments, and research behind the update, the authors show exactly how diverse community voices directly shaped a more inclusive, robust framework.

For researchers, educators, and supporters of inclusive education, this article offers essential transparency while honoring the contributions of stakeholders across the global UDL community that helped build it. It serves as both a celebration of collective dedication, and a rigorous blueprint for the future of inclusive education.
