CAST in Paraguay: Nationwide UDL Implementation (CAST en Paraguay: Implementación nacional de la UDL)

In the 20252026 schoolyears, CAST is partnering with the Paraguayan Ministry of Education and Science (MEC) on a groundbreaking national initiative to strengthen inclusive education across the country. The Ministry has commissioned CAST to train a national network of educators who will lead the implementation of Universal Design for Learning (UDL) at scale. This marks a pivotal step in Paraguay’s efforts to move from inclusive education policy to consistent, high quality classroom practice for all learners.

Through this initiative, CAST will train 500 educators selected by the Ministry of Education. Over one year, CAST will provide intensive in-person workshops and virtual webinars, where participants will learn about UDL, inclusive lesson design, and school level implementation strategies. These educators will then serve as pedagogical leaders and coaches, working with teams of teachers to embed inclusive practices across schools and regions. By building teacher expertise across the nation, Paraguay is creating a sustainable infrastructure for equity and excellence, ensuring that students with disabilities, bilingual learners, migrant students, and those with interrupted schooling can fully participate and thrive in learning.

This partnership represents a milestone for CAST as its first national commission to train educators at scale and lead nationwide implementation of Universal Design for Learning. And by commissioning CAST to lead this national educator training, Paraguay is positioning itself as a global leader in inclusive education. It is demonstrating how research, policy, and practice can come together to create learning environments where every student belongs and every student can succeed.


CAST en Paraguay: Implementación nacional de la UDL

En los cursos escolares 2025–2026, CAST colabora con el Ministerio de Educación y Ciencias (MEC) de Paraguay en una innovadora iniciativa nacional para fortalecer la educación inclusiva en todo el país. El Ministerio ha encargado a CAST la formación de una red nacional de educadores que liderarán la implementación del Diseño Universal de Aprendizaje (DUA) a gran escala. Esto es un paso fundamental en los esfuerzos de Paraguay por pasar de una política de educación inclusiva a una práctica en el aula consistente y de alta calidad para todos los estudiantes.

A través de esta iniciativa, CAST formará a 500 educadores seleccionados por el Ministerio de Educación. Durante un año, CAST ofrecerá talleres intensivos presenciales y seminarios virtuales, donde los participantes aprenderán sobre el DUA, diseño de lecciones inclusivas y estrategias de implementación a nivel escolar. Estos educadores actuarán después como líderes pedagógicos y coaches, trabajando con equipos de docentes para implantar prácticas inclusivas en escuelas y regiones. Al desarrollar la experiencia docente en todo el país, Paraguay está creando una infraestructura sostenible para la equidad y la excelencia, asegurando que estudiantes con discapacidades, estudiantes bilingües, estudiantes migrantes y aquellos con escolarización interrumpida puedan participar plenamente y prosperar en el aprendizaje.

Esta colaboración representa un hito para CAST como su primera comisión nacional para formar a educadores a gran escala y liderar la implementación nacional del Diseño Universal de Aprendizaje. Y al encargar a CAST la dirección de esta formación nacional de educadores, Paraguay se posiciona como líder mundial en educación inclusiva. Está demostrando cómo la investigación, la política y la práctica pueden unirse para crear entornos de aprendizaje donde cada estudiante pertenece y cada estudiante puede tener éxito.
