Kelly Blackburn
As CAST’s Vice President of Finance, Kelly Blackburn is responsible for managing all financial aspects of CAST, including accounting and payroll functions, financial reporting, budget development and management, grant management, compliance, and contracting.
Kelly originally joined CAST as the Director of Finance before moving into the VP of Finance role. Prior to joining CAST, Kelly was the Assistant Director of Administration for the Center for Educational Opportunity Programs at the University of Kansas. She supported center directors and staff in the management of TRIO, GEAR UP, and other educational opportunity programs through strategic planning, fiscal and regulatory oversight, and center management. In addition to her primary role, Kelly developed and led a variety of trainings for a broad audience of faculty, staff, and campus partners. She also served as a trainer on budget management topics for a TRIO training grant.
